Miami Herald article interviewing Jocylene Pierre paints a pathetic picture of an inadequate disordered police response in Haiti last month. It continues to be Haiti's chief problem since that republic disbanded its armed forces. The news is part of democracy -the evaluation of an inadequate infrastucture whicah cannot save lives proeprty or protect a functioning governemtn without a foreign military protectorate.
