Herard Abraham - former Lt General of the Haitian Army was the figure who passed power from the generals to the civilians in Haiti in 1991 and succeeded the dictator General Prosper Avril. Avril -was sprung from prison by the insurgents over the weekend (Haiti en Marche.com) -- and Abrahams was designated by Acting President Alexandre, acting constitutionally, as his Prime Minister nominee (ahphaiti.org) to succeed Prime Minister Yvon Neptune.
